Will EU students get lower tuition fees?

There is growing momentum behind a question many European families are now asking: Will EU students get lower tuition fees?


Could EU students soon pay less to study in the UK?

Right now, nothing has changed. EU students still pay international fees in UK universities. But behind the scenes, negotiations between the UK and EU are intensifying and tuition fees have become a central sticking point.

 

Why this is suddenly back in focus

As part of the UK’s wider “Brexit reset”, both sides are trying to agree a new youth mobility scheme. This would allow young people to live, work and study more freely between the UK and EU. The hope is to have something agreed at the next EU-UK summit in June or July 2026.

But talks have stalled.

The reason? Tuition fees.

The EU wants European students to be treated the same as UK students when it comes to fees. In simple terms, that would mean paying home fees instead of international rates.

The UK government has pushed back strongly so far, calling this a non-starter. But recent signals suggest the position may be shifting, with officials now exploring what a compromise could look like.

 

What could actually change?

There are three realistic outcomes being discussed:

  1. Full fee equalisation
    EU students pay the same as UK students. This is what the EU wants.
  2. A middle ground
    A reduced European fee somewhere between home and international rates.
  3. No change at all
    EU students continue to pay full international fees.

Right now, the second option is gaining the most attention. It would lower costs for EU students without fully aligning with home fee status.

 

Why this is complicated

On the surface, lowering fees sounds simple. In reality, it creates major challenges.

UK universities currently rely heavily on international fees. EU students now contribute significantly to that funding.

Reducing fees could create a substantial financial gap in the UK higher education sector, with estimates running into hundreds of millions of pounds.

There is also a key limitation:

Even if fees are reduced, EU students are unlikely to gain access to UK student loans.

That means families would still need to fund tuition upfront, which limits how many students could actually benefit.

 

What about British passport-holders, or Dual British-EU passport-holders?

For British or dual British-EU students, it is not clear whether these negotiations will lead to firming up home fee status for such students living in the EU. Currently, many British students living in the EU are eligible for home fees at UK universities under the Brexit Temporary Offer but that will end in 2027, leaving students who start university after this unable to claim home fees through this route. Instead, British students in the EU will need to use an alternative part of the rules to claim their home-fee eligibility – which is much harder to demonstrate. What this means for families right now

Here is the critical point.

Nothing is agreed. Nothing is guaranteed. And timelines are uncertain.

Negotiations are ongoing, with a potential agreement expected later this year. But even if changes are introduced, they may not apply immediately or universally.

For families planning university applications now, waiting and hoping for policy changes is a risk.

 

The opportunity and the risk

If fees are reduced, it could open up more access to UK universities for EU students.

But there is also a real risk of confusion, mixed messaging and last minute changes.

We have already seen how quickly fee status rules can shift. And when they do, universities interpret and apply them differently.

 

Don’t wait for policy. Get clarity now.

Whether you are a British, EU or dual passport-holder, one thing remains true:

Understanding how the current fee status legislation affects you now will not be wasted, even if there is a legislation change later on.

By acting early and safeguarding your home-fee eligibility through careful planning, you can gain peace of mind and more certainty than waiting on political negotiations.

Because when the landscape is uncertain, the families who act early are the ones who secure the best outcomes.
