The good news? If you’re a UK or Irish national residing in Singapore, Dubai, or elsewhere, you don’t always need to move back to the UK to secure home fees for your child.

Who is eligible for Home fees?

Being a British citizen or holding a British passport is not enough to qualify you for Home fee status. Nor does owning property in the UK or having lived there previously. If you have left the UK and now live abroad or have recently returned to the UK after a period away, you may have lost your eligibility. Too many people take it for granted that when they return to the UK, they will automatically get Home fees but the reality is, it’s very easy to lose your Home status and have to pay much higher Overseas tuition fees for your UK university course.

If you want to fully understand the rules and regulations around fee status, then we recommend that you visit UKCISA who publish comprehensive guidance with a full summary of the rules. They are quite dense and complicated, so here we give you a brief overview.

Firstly, to be eligible for Home fees, you must meet the necessary immigration criteria by having one of the following statuses (this is a bare minimum of what is required):

  • A British citizen,
  • A Republic of Ireland citizen
  • Indefinite Leave to Enter/Remain in the UK,
  • A Certificate of Entitlement to the Right of Abode in the UK,
  • ‘Settled’ status under the EU Settlement Scheme (and in some circumstances ‘Pre-Settled’ status).

Secondly, you need to demonstrate that you have been ‘ordinarily resident’ in the UK for at least three years prior to starting university. This means having a “regular and habitual mode of life in a particular place, the continuity of which has persisted despite temporary absence” (UKCISA), i.e. maintaining strong connections that demonstrate that the UK country is your permanent home country even if you don’t currently live there. This can be demonstrated through a number of ways including, regularly visiting your home country, owning property, having family based there and others.

Thirdly, if it’s not clear whether someone has ordinary residence in the UK, then universities will look to see that any absence from the UK home country is of a temporary nature and that it is your (or your family’s) intention to return to the UK at some point. For this, universities will look at the parents’ current and previous employment, property ownership, rental agreements etc. There is no concrete rule about how long ‘temporary’ is – universities will take a different stance on this; some will have a strict cut off period and others will be flexible based on the student’s circumstances.

Generally, if a student fulfils the criteria for ordinary residence or temporary absence and is able to provide solid evidence for this, then they will be perceived as Home, although there are always anomalies! Completing university applications and forms correctly and presenting the right evidence is vital for a successful outcome. Whether you have Home fee eligibility is dependent on your specific background and living and working circumstances. Don’t make the mistake of thinking that if your friend got home status, so will you. Every family’s circumstances are unique and fee status assessments are made on individual, case-by-case bases.

Also note that it is possible to be eligible for Home fee status even if you can’t show an ‘ordinary residence’ in the UK. There are many different categories of Home status and you may be eligible if you can demonstrate an ‘ordinary residence’ in the Republic of Ireland, a British Overseas Territory or, until 2027, in Europe (a country in the EEA or Switzerland).

In contrast, supra-curricular activities are directly tied to the academic field the student is passionate about and plans to pursue. For instance, a student aiming to study Psychology might read about recent developments in cognitive science or attend a neuroscience seminar. What part of the UCAS application form affects my fee status?

Certain information that a student enters into their UCAS application form can be used by universities to assess a student’s fee status as Home or Overseas, and this status dictates what tuition fees a student pays for their university course.

Changes have been made to the UCAS application form for 2025 admissions which are intended to support universities in making clearer fee status decisions. So, what are the additional fields, how should you fill them in and in what way could they affect how your fee status is decided?

Note: This article gives British or Irish expatriates living abroad some insight into how information in the UCAS form will impact their fee status. If your circumstances are different, this article may not be appropriate for you. Fee status assessments are complex and based on many different aspects of your circumstances – always get personal advice on your fee status.

From 2025, the UCAS form has some additional fields that may affect how universities classify your fee status; Home or Overseas. The most notable addition is the new ‘Where you live’ section which asks for details of where you have physically been living and for what reason.

In this section the form will ask you to continue to enter in addresses until you have covered the full three-year period prior to 1st September of the year you start university. If you have lived at the same address for more than three years then you will only need to enter your “current address”. But, if you have moved house recently you may need to include more than one address to complete the section. This address history is a relevant detail that can be used to guide universities in assessing your ordinary residence and if you are eligible for Home fees, although this alone should not determine your fee status.

If you live outside the UK or Republic of Ireland at the moment, or have done within the last three years, you should put the address(es) you live/lived at abroad in this field, with the dates you have been living there. For example, if your normal home is the UK but you are physically living in Bahrain because your parent works there and you attend school there, you would put your Bahrain address in this field.

You should not put your UK, Irish or EEA family home in this field if you do not physically live there and you only visit this home for holidays (i.e. during school breaks).

For each address that you enter within this three-year period, you must explain the reason why you live(d) there, for example, whether you live there temporarily for your parent’s work. It depends on your individual circumstances what reason you put here so it is important to get personal advice.

If you are at a UK boarding school, you should put the school address in this field and select the designated ‘reason’ option to indicate it is boarding school.

It is important to note that once you have entered your of address history for the required period, the form will ask you a further question to identify your “home address”. This might not be an address where you are physically living but one you still consider and use as a home. For example, if you are temporarily living in Bahrain because of your parent’s work, your “home address” might be your permanent family home back in the UK where you visit and stay consistently during school breaks.

This section also asks you to give your “residential category” where you need to choose the category that mostly describes your UK immigration status. For example, if you are a British passport-holder and your permanent home is in England, then you would choose “UK Citizen – England”.

It’s important to complete these fields as accurately and transparently as possible to avoid having your application cancelled or suspended – see the UCAS Declaration to understand what you are agreeing to when you complete your UCAS application.

Although these new fields are designed to help you communicate your circumstances more clearly to universities and for them to assess your fee status more easily, it may be the case that the information you have entered into your UCAS form is not sufficient for a university to determine your fee status. After you have applied, you may have to complete a fee status questionnaire for the individual universities you have applied to so your fee status can be determined.

If you feel that you have been given the wrong fee status based on the information you provided on your UCAS application form, you can query this with the university directly and request to complete a fee status questionnaire which will give you the opportunity to explain your circumstances fully. You should be prepared to submit further information and evidence of your circumstances to demonstrate that you are eligible for Home fees.

UK University Fee Status: British Overseas Territory

In the UK, universities and colleges charge different tuition fees based on students’ fee status. Generally, students classified as “Home” students are eligible for lower tuition fees, while those categorised as “Overseas” students are subject to higher fees.

It can be difficult to work out your fee status when living in a British Overseas Territory. There are many categories of eligibility, and each of the four UK nations (England, Scotland, Wales, and Northern Ireland) has its own set of fee status rules.

A main part of the fee status assessment is your ordinary residence. It can be possible for British nationals (or those with no immigration restriction on the length of stay in the UK) and relevant family members living in British Overseas Territory to be eligible for Home status based on where they live. This is the case for those ordinarily resident in specified British Overseas Territories when they are applying to universities in England, Wales and Northern Ireland.

The ‘specified British overseas territories’ are:

  • Anguilla
  • Bermuda
  • British Antarctic Territory
  • British Indian Ocean Territory
  • British Virgin Islands
  • Cayman Islands
  • Falkland Islands
  • Gibraltar
  • Montserrat
  • Pitcairn
  • Henderson
  • Ducie and Oeno Islands
  • South Georgia and the South Sandwich Islands
  • St Helena, Ascension and Tristan da Cunha
  • Turks and Caicos Islands

To be eligible for Home fee status, you must be ordinarily resident in these specified British Overseas Territories and/or the UK for the full three-year period prior to starting your university course in the UK. You must be able to show this residence is not mainly for the purpose of full-time education (relevant for those children in a boarding school where their parents live elsewhere).

The rules when living in a British Overseas Territory

The rules in this category for Home fees include some very specific requirements. They say that, as well as the requirement above, you need to be ordinarily resident in the UK on the first day of the first academic year. This means you need to demonstrate your ordinary residence in the UK on 1st September in the year in which your course starts (if your course start date is anytime between 1st August and 31st December). However, you don’t have to meet this extra requirement if you have a relevant family member (parent, grandparent or spouse) that has no restriction on the length of their stay in the UK (eg British national or Irish citizen).

What about Scotland?

In Scotland, recent rule changes announced in August 2025 mean that British nationals (or those with no immigration restriction on the length of stay in the UK) and relevant family members who live in one of these British Overseas Territories can now be considered for RUK (Rest of UK) fee status. Home status in Scotland only applies to those that have an ordinary residence in Scotland, but the RUK fees in Scotland are set at a level equivalent to Home tuition fees in England. Again, to be eligible you need to be ordinarily resident in these specified British Overseas Territories and/or the UK for the full three-year period prior to starting your university course in Scotland. This is a welcome change to the rules for those interested in applying to Scottish universities and may make it easier to avoid the much higher Overseas tuition fees.
